Or perhaps it is just an example of Cameron's policy of having cakes and eating them: one commission lays down a policy on an area outside its brief, and then the other commission officially responsible can deny it, if necessary. I think the Tories call this the "And" strategy.

If true, makes our proposals look second best,on the other hand, on both days the tax / environment plans plans were announced they were overshadowed by other events and hardly anyone noticed last week's announcement.

These Tory proposals if correct will make the local income tax look as sick as a proverbial parrot,still two years left to send LIC to the same place as the 50% higher rate.

Interesting to note that they would apply a blunt instrument of a whopping increase in Air Passenger Duty (poll tax on air travel) ratehr than the smarter Lib Dem solution of an Aircraft Tax (incentivises efficient use of aircraft - more passengers per Kg of emmissions).
